Reads the PBES2 encryption parameters of a DER PKCS#8 EncryptedPrivateKeyInfo (RFC 5958 §3) without the password: PBKDF2 iteration count, salt, and PRF, plus the AES-CBC variant and IV. Throws on malformed DER, a non-PBES2 encryption algorithm, or a PBKDF2 iteration count outside 1 to 4294967295.
